Wonder Warthog was a super-hero parody created by Gilbert Shelton (of Fabulous Furry Freak Brothers fame), a strip that appeared in Drag Cartoons, a mag edited by Pete Millar.
Harvey Kurtzman, creator of MAD magazine, was producing the “Little Annie Fanny” strip for Playboy magazine when he sent this letter, and “Hugh M. Hefner” refers to, of course, the Playboy publisher.
